The word amr means "a command, a thing" and is also used by Baha'is to designate their religion or cause. The meaning here seems to be that anyone who claims command before the end of a thousand years is a false prophet. To prevent someone from appearing after a few years with the claim that he is a new Manifestation, and the interpretation of a "thousand years" as meaning a thousand days or something else, Baha'u'llah insists that the plain meaning of the words is the correct meaning.
